Well, Dartmouth is actually a university since we have graduate programs.

Actually the presence of graduate programs does not define a College as a University, c.f. Middlebury, for example. Organizationally, President Wright is the head of the College, which includes the College of Arts and Sciences, headed by Dean Folt (where many of the graduate programs are actually housed).
